US Customs Seal Requirements
Effective October 15, 2008

We have been advised that effective October 15, 2008 the US Customs and Border Protection will be implementing new mandatory seal requirements. A copy of the Press Release follows:

Please be advised that US Customs and Border Protection (CBP) will require that all Maritime Containers import in, export out, and in transit to (and through) the United States on vessels arriving on or after October 15, 2008, MUST be sealed with an ISO/PAS 17712 type or better High Security Seal. Please note that it is a mandatory seal requirement.

Kindly ensure that all your shippers and load facilities are in compliance with this new requirement by October 15, 2008 in order to avoid cargo delays, and potential penalties for non-compliance.

We strongly suggest that ALL containers, regardless if booked on an FROB vessel or not, must utilize these seals as part of your routine business practice. A vessel’s scheduled port rotation is subject to change on a short notice. Should you have any containers on board where the vessel becomes an FROB, such containers must be sealed in accordance with the US CBP rule. All costs, penalties and fines, if assessed due to non-compliance with the rule, are to the account of cargo. The costs and charges may no be limited to customs penalty charges, and may be a result of the entire vessel’s restowing & rehandling operation.

While many seals may look to be “high security”, they must be ISO 17712 standard or better. The responsibility to ensure the seal meets the International Organization for Standardization Publicly Available Specification (ISO/PAS) 17712 standards is the Shippers’.
